When you add a performance pipe and air filter, you are allowing more air to flow through the engine. The ratio of the air to fuel is critical. Too little air to fuel, and you'll bog and foul spark plugs. Too much air to fuel, you can creat excess heat and can even burn a hole in your piston. "Jetted", means they increased the flow of fuel in the carburator to match the additional air from the pipe and filter. Thus creating an optimum ratio.

There. Easy as mud and clear as pie.
