Default Swing Arm & Axle

I'm not good with this terminology so bear with me. I was just looking at my swing arm and noticed that the side with the brake, where the axle goes through. There is a part that looks like the chain adjuster on the chain side. this part is a circle and the swing arm opening is circular. its not quite lined up with the swing arm. This part is higher up than the opening of the swing arm. Is this normal? Sorry this is confusing, but I'm not sure how to explain it. I'll look up the part and figure out what its called.

OK....Got it......Its the brake caliper bracket. This bracket is not lined up with the swing arm where the axle goes through. Is this normal?
