My guess is that the cali model has the exact same exhaust as well. I think the hp and torque numbers become the same as soon as they are jetted the same. I'd be willing to be that the power valve and/or jets in the carburetors are different or the needle clips could be in different positions making the cali- models run leaner, therefore reducing emissions.
