The 2 stroke dirt bike engines have a power valve that opens up that some people refer to as the "power band". This is actually an incorrect use of ATV terminology. Someone correct me if I'm wrong, and I'm sure you will, but the way I understand this is that every engine has a power band. The power band would be the RPM range at which the engine makes the most power. So, yes you would have a power band, but not a power valve like some 2 strokes have.

Dang, I was going to tell him to get the blue one. I think its pretty much unanimous that the blue ones make the most power.

Just some engines, especially 2 strokes, the powerband is more prominent than in others. Every engine in running condition has a powerband.
