Default Older Blaster problem NEED HELP PLEASE!!!

I think my blaster is a 1989. I have two problems. First. On the top of my carb. there is this peice that looks like it screws on. Well my problem is that it seems as if the screw on peice is warped and does not connect with my carb (if it even is my carb that it goes onto) not great with motors. I cant go riding with it like this. It still starts up fine though. Also I need new front and back breaks. It looks as if I need to replace the whole brake system. Where can I get these parts, or any information on these problems would help me out BIGTIME.

thanks
spanky

Yes I would like to know more about this part first. How much would this be. How hard is it to install. Is this a common problem
