Default spit and sputter

I have a 2001 raptor 660 and everytime I go thru water around 12" or it is raining it will spitt and sputter and loose all power. I have replaced the wire, coil, plug, boot and it still does it. Have used electro-dio grease on connection. Someone told me it could be the parking brake switch.....is there any truth to that?

What is the easiest way to bypass it? Just take it off or replace the whole perch?
