Default Headlights on Raptor

I believe I am over analyzing putting the headlights on my Raptor 350. There are 2 bolts that hold the light onto the bracket. Then there is a slot at the bottom that holds a grommet that slides onto the frame. When I tighten the 2 bolts to the bracket on the frame the bottom slides out and then the light is not lined up. There seems like there should be a nut and bolt that holds the bottom on but don't think there is. What am I doing wrong?

Make sure the **** at the bottom is not bent. Also make sure you have the spacers in the top bolts that slides into the grommets. The light kind-of just hangs there, it's never really tight to the frame or bracket.
