remove the spark plug and try to crank it, I'm thinking you have water in the cylinder. Once the water is out replace the spark plug and it should start

I sank a Honda once we drained the bowl on the carb, change the oil and filter, new plug and put a bottle of HEET in the gas tank it fired right up.

change oil twice, dry out filter, new gas with Heet, drain fuel bowl, make sure your electrcal connections are all dry, make sure no water is in your pipe, and your cylinder, new sparkplug and it should be good, buddy of mine had same prob, lol we pulled the head pipe off his blaster and we just poured out water after water and kicked it until water was all out then it fired up lmfao
