Default Compression testing a Raptor 660

I followed the manual's procedure for doing a compression test on my 2001 raptor 660. I had 45lbs of compression, I continued to follow the manuals instructions and poured a little oil down the spark plug hole and did another compression test. It said 65 lbs, the manual says thats an indicator for bad rings. I was about to order a wiseco piston and rings kit and a hot cam, but I've seen other postings suggesting that the procedure I followed was wrong because of the automatic decompression device. Did I do a proper decompression test or is there something else I have to do to get a good compression test.
My Raptor won't start without being pull started. I went to St Anthony and day 1 and 2 the machine ran good but day 3 and since its been a real bear to start, I've had the machine since 2001 and I'm guessing its time for rings. Yes I've cleaned the carbs.
