Default GRIZZLY corrosion plague

i have been looking to buy two grizzly 660's recently. i have went and looked at 2 machines with around 100hrs on them, from the south. both have not been abused nor in the mud. both have had rusty axles, and all welded joints on the swingarms have been rusty. is this crappy powdercoating or????? my 25yr old moto4 doesnt look near this at these points and HAS seen salty roads.

Probably just surface rust from sitting. Will not effect the strenth in any way.

Yes, this will happen on most machines that don't sit in a garage.
