Default 1999 Kodiak 400 No top end power

I recently bought a Kodiak 400 4x4. It was a fixer upper. It had no carburetor on it. I could only find one used OEM carb. It was $120 and in HORRIBLE shape. So I bought a Chinese carb. It took some tweeking, but now it fires right up and idles beautifully. I take off and it takes forever to get to the top end of third gear. In fourth gear, it never gets to the top end. I tried a #120 high speed jet, and when I choke it, it bogs down more. I tried a #115 and get the same result. I went ahead and ordered a set of stock size jets. Anybody have any experience with these bikes? Any ideas as to what's wrong?

Yes, in neutral it will rev up without messing with the airbox. I did try a test run without the airbox lid or seat, it still ran the same.

I have been waiting on parts and they finally arrived. I was wrong previously. The bike doesn't rev wide open in neutral. I'm at a loss.
