How? I've got the nut and washer removed, but the flywheel will not budge. Is the flywheel pressed on the shaft? Does it require a special tool? If so, does anyone know the approx cost?

It requires a special tool. It is fairly simple and costs about $15-25, depending on where you get it. A good shop should have one in stock because it fits several other vehicles besides the blaster, or catalog. Don't try to pry the flywheel off because you can bend the crank and cause major damage.

Order the puller from Rocky Mountain ATV or Dennis Kirk. That should be the cheapest way. If you need it again you'll have it.
