I would say probably the best would be the yamaha 125cc fourstroke (breeze? or badger? i forget) Its automatic, electric start, and has reverse. Also, If he wants something that will last a while and that he can grow in to, a brand new Honda 250ex will do the trick, but it might be a little big for a while.

By law you have to be 12 years old to ride an 80cc atv. My 10yr old has a TRX90. I told the dealer he was 12 because they can't legally sell it to a 10 year old rider. The laws are stupid because an 80cc dirt bike is as powerful as a 200cc Blaster which you have to be 16yrs old to ride. The dirt bikes are not regulated. Just remember, he may have to deal with Dick Tracy on his age limitations, if he rides on or around public roads etc. (Who doesn't!)If he is big for his size and knows how to use a manual shift then a 250 EX or a Blaster would be great. There are a lot of options out there just figure out what he needs. Like... 2 stroke or 4 stroke, kick start or auto, manual or auto clutch, manual or auto shift and most of all cost. Here's some insight for you.

Model Engine Start/Backup Trans Clutch Drive Price
Scrambler 90 2 Stroke Electric/Kick Auto N/A Chain $2099
Quadsport LT80 2 Stroke Electric/Recoil Auto N/A Chain $2499
TRX 90 4 Stroke Recoil/None Man Auto Chain $2499
Arctic Cat 90 2 Stroke Recoil? Auto? N/A? Chain? ?
Raptor 80 4 Stroke Electric Man Auto Shaft $2699?
The Raptor 80 is nothing but a Badger 80 with Raptor plastic. If you want to go with larger CC then go for it. Just go to the manufacturer's web site and you can read all about them. Personally, I prefer a low maintenance, long lasting 4 stroke. Good luck.

I'm 15 and I'm going to get the Raptor when the 2002's come on sell!!!
Plus I already have a 2001 Polaris Sportsman400(its huge 4' wide over 6' long)and a honda ATC250SX!!!
But I am 6'2" so I am big for my age, and I already got a ticket on the Polaris!!!

In the "buying an ATV" section an Army dude goes on about how it's a consumer product safety division recommendation on age requirements. I want to further explain what I mean't. In Alaska there is a state law base on these recommendations. You just need to be aware of what your state laws are. Some state require a safety course to ride too. This is also talked about in that section.
