help on wolverine

i have a 95 wolverine and it wont start the motor wont turn over the wires are all good the battery is good but i found this wire thats under the left wheel beside the gas tank on the left side and their is about 6 wires connected to a connector and the red wire has been cut could this make the starter not work the starter is good on it

use a test light and check the wire to the starter while hitting the starter button if you have power then it's in your starter motor if you have no power at the starter it won't be hard to trace the wire and find the short also check the starter fuse under the seat.
