High Octane fuels don't always burn slower just because they are high octane. For example, Sunoco's highest octane fuel is also their fastest burning fuel. Check out their website for more information regarding their fuels.
There are a lot of factors that come into play regarding a fuels ability to produce power. Octane is just a fuels rating regarding detonation/preignition prevention. Other factors such as specific gravity of the fuel, distillation curve, heat of vaporization, burn speed, leaded vs. unleaded, etc, all play a role in fuel selection for a specific application.

Higher octane gasoline do not burn faster or slower than any differently octane rated gasolines, unless there are other additives in the fuel that are designed to do so. The octane rating of a fuel is merely a numeric rating to measure its resistance to detonation.
