it alters port timing in a motor. Usually they are operated by suction or electrical. Basically a power valve raises and lowers the port timing depending on the motors RPM causing a stronger midrange at low RPM's and a stronger topend and higher RPM's. best of both worlds for MX, ive yet to see a benefit with drag racing so far.
