Purchased Polaris replacement oil filters on-line, went to O'Reilly's and got a filter wrench...but it doesn't fit snug on the filter.

I can't get a grip on it.

It's too tight a space to get a strap on on the filter.

Would my local Polaris dealer have an oil filter wrench? Or is there another option?

If the 2013 has about as much room to get the filters out as the 2011 550 had,I just used my gear wrench filter tool. You can get these at most auto houses along with Harbor freight,etc. I still use it to change oil filters on my wifes 3.5 Honda that's hard to get to.Works on many different size filters.
