Carb flooding is a common issue...most replace stock vacuum petcock with traditional on/off and just turn off the fuel when not riding.
Well...if you're confident of the carb rebuild, then I'd suggest looking at the reeds and perhaps a compression test...although it sounds like a carb issue...
You could also replace the plug...I use the iridium plugs...have yet to foul one...

I think it's flooding too.
I install a on/off valve close as possible to the carb. When done riding I shut the fuel off and let it run till it runs out of fuel. When the valve is turned on it fills the carb plus washes the sticky off the float needle.
Maybe that will help.
If you can't get non ethanol fuel, get the additive.
