Baja 50 Rev Limiter

My son has a Baja 50 that is really underpowered. When I bought it, the salesman told me that it had a removable rev limiter and the details of how to remove it are in the manual.
2+ years later - despite my looking in the manual and the online manuals that I have found, I cannot find information about the rev limiter.
Our backyard (about an acre) is fairly hilly and the atv frequently gets 'stuck' - the engine revs to its puny maximum and the wheels don't budge. When we first got the ATV I took it to a 3rd party shop and had it checked out. The guy said that it was fine and no adjustments were necessary. I didn't think too much more about it until I got my son a 50cc dirt bike and its engine revs like no tomorrow - and it goes up and down hills just great!
I don't intend to turn the ATV into a race machine, I just don't want to have to push it up hills.
The ATV is the older 50 model from Pep Boys with the choke lever directly on the engine (that's a P.I.T.A too - any suggestions).

They put those on so little kids don't hold it wide open till it does damage! The way mine worked was that if once it got to a certain rpm it would just start cutting out. Like how auto's are made now with rev limiters etc.
I had a baja 90 and under the back left rear fender the rev limiter was located. It was even adustable on mine. Also If you unplugged it , quad would still run... but with no rev limiter. Some models I think it was built into the ignition module and you couldn't play with it.
