taotao 110 - no power

Hi all!!
I'm trying to help a neighbor with her 110cc quad. It is virtually new...ran for a bit upon arrival but will not go now.
There is a new battery and I've checked the one fuse that I could find ( which was gone and has since been replaced )
There is still no power to the atv...even if hooked up to a boost at the battery...no lights, no sounds and starter does not turn over.
Thoughts?

ok...I've cleaned every terminal that remotely looks like it needs to be cleaned. The tail lights come on with the left brake on....there is a "click" noise from the solonoid(?) under the seat but it will not crank nor do the head lights come on.

Take a meter and measure the DC voltage across the battery terminals on the 20 volt scale while trying to start it up (and while the solenoid is "clicked"). It should be above 12.0 volts DC if it is lower than that the battery is dead or discharged.
Often new batteries get installed because the first one is dead. But if the charging system isn't working the second goes dead in short order, and after a while sitting around dead it gets ruined too.
You said you used a booster, but you didn't say whether or not you tried the booster after you got the starter solenoid to "click".
If the voltage is more than 11.8 volts DC at the battery, then repeat the same test while measuring the voltage at the starter motor. Red on the input post and black on the starter case. This should be above 11.5 volts. If it is way low then the solenoid is bad, or the connections to/from the solenoid are bad, or the ground return wire from the quad frame to the battery negative terminal is bad.
If you have voltage at the starter and it still doesn't turn it is a bad starter or a frozen engine. Starter motor is the more likely culprit.
