Atv 110 coolster cuts out.

Atv 110 coolster cuts out.
I have a coolster 100 max atv. It cuts out with throttle. misses and running rich. I just cleaned the carb and got it running for a friend and it runs fast but rough and wont idle. Anyone have any suggestions to the carb adjustments on this thing or is it a governor?
