Default question about crank case vent

this is a completely noob question but my knowledge of ATV motors or cycle motors is slim. I'm learning

What is the crank case vent for? does it work like a PCV valve in a car ?

is the hose connected to it supposed to be hanging in the wind. ( the one on my ATV just sticks out and it blows steam or smoke everywhere when the motor gets warm.) is it supposed to connect to something? maybe the air box ?

I'm sorry for the noob questions but I like to understand whats going on.

04 -05 lifan A25 253FMM 250 cc motor.

On my Wolverine, the vent hose went to the air intake boot on the air box, a design that left me scratching my head, a direct, unprotected almost 1/2" line to my engine,so dirt and water can be sucked in? I ended up rerouting the hose to the airbox and putting an inline clear bodied filter on it so i could see if it got dirty or oily.
