my kick start lever isnt coming back up

my kick start lever isnt coming back up
when i kick it down i have to pull it back up and when i do pull it back up it allows me to pull it up further than usuall my atv is a jetmoto look alike everything is the same as the jetmoto. Please help has the gears on it gone bad
