starter clutch

i can't figure out if this is any good.
the starter turns the clutch in the freewheel direction (counterclockwise)
but the clutch needs to turn in the opposite direction
to crank the engine.
with the clutch removed, it will turn counterclockwise freely
and lock clockwise.
do i need a new starter clutch or not?
