weird starter issue

I know it's the starter clutch on the engine side. Question is I don't know what this part is called or how I'm gona fix it.

So your starter clutch is bad (as you already pointed out). So what's the question again? 
The starter clutch is the assembly that causes the starter motor to grab the engine and spin it. It is a one way sprag clutch (google "sprag clutch" for more info). When the engine is turning slower than the starter motor (including when it is stopped) the clutch locks up and the engine is forced to turn with the starter motor. When the engine starts up it runs much faster than the starter motor. The clutch overruns and disconnects from the starter.
I think I looked at the video and got the images twisted around in my head correctly. But just to be sure, the starter chain is spinning in the right direction, right? If you hook up your battery backwards the starter will still spin, but in the wrong direction. The starter clutch will always disengage from the engine when spinning backwards. But again I think your starter chain is traveling the right direction - but check that out anyway just to be sure.

There might have been some frame rate issues causing it to look like it's spinning backwards. But I'm quite sure it's spinning the right way. I haven't done anything with the battery to cause it to go the other way. If I spin the chain by hand, either way it will not engage. I can spin the engine by hand either way and the chain does not move.
So what you are calling a "sprag clutch" is broken. Can I fix it? More importantly, do I have to open up the engine case to fix it.

I have never had to change a starter clutch. I am pretty sure though that you don't need to do that much disassembly. I think you just remove the flywheel and then the starter clutch unbolts from underneath. Perhaps others who have done this can comment.

2007 bike, BMX engine (or was it BMI) I'm mostly sure it's 110cc, starter is located on the top of the engine. 3 speed foward 1 reverse semi auto clutch.
as for brand, closest I could find was it was made by SBI, as for model, you got me. Tracking down information on a offbrand chinese bike is really hard.

this may be one of them generic "will fit most model quads" part. it will probably be best to pull it off, measure the dimensions and be ready to call one of these websites to verify the dimensions. PLUS, to see which one will match as far as bolt holes and design. here's a few websites-in no particular order of preference.
