does it bog down when you give it throttle and tries to die? at what point in the throttle position does it start this activity? 1/4, 1/2? right now, if it is bogging down when gunned, i believe we are going to need you to pull the carb apart, pull the main jet and physically clean it. as far as voltage goes, are you pulling the tests on the stator wires or at the battery terminals? i'm sure you've checked the terminal connections for proper tightness and they're clean?

now in this video, your carb may not be identical to it, BUT the principal is the same.

ok, let's get you to try a cheaper remedy. try a new NGK spark plug, autozone/O'reillys should be able to cross reference whatever plug you have now. just the other day, we helped a guy with a no spark issue, turned out it was his spark plug that went bad. he replaced it and BAM, the quad fired up and ran. of course that made him happy after spending a couple of bucks on it. it's worth a try.
then clean the carb and jets. i know you said you replaced the carb, BUT, if you ain't running a fuel filter or if you have solids/debris in the tank/fuel lines, then you'll only suck them up into the carb/jets and repeat your bogging problems. i feel that this issue is a fuel delivery issue. if after we discount the delivery issue and it's still doing it, we'll start with the electrical side, BUT based on what i'm hearing, it's got to be a fuel issue. doing the carb will take about twenty minutes of your time.

I agree this sound like a fuel issue. You say you replaced the carb, but have you adjusted the air/fuel mix screw? You might also check your air filter. Something is off in your air fuel ratio. This will cause hesitation and sputtering that will kill the motor.

if it still sputters after you've done all of this, spray ether around the intake boot as it idles, that'll tell you if it's got a vacuum leak too!
