Is there something missing from this carb?

Been attempting to sort the inconsistent running issues on my lad's Kazuma Meerkat 50cc quad.
Stripped the carb today and gave it a thorough clean. Anyway, could someone tell by looking at the pic below, should there be a pipe/hose coming from the area circled in red? If so where should it go to and if not, what is this bit for/does it do.

Does it pull out a little ? Or push in a little? If it does, I am thinking it might be a high altitude "setting" for your bike. However I haven't seen one in a long time and then only on Honda trail bikes.
It appears to be knurled it the end of it, or have some kind of finger hold.

my research has yielded ziltch, zero, nada, nunya, nothin. all i can guess is that it is a blinded port that is not needed with this quad. BUT, could be used on another quad for a mod or something. i just don't know. i'd have to tear that sucker apart and look at it from the inside. i haven't come across a carb like that.....yet.

Kinda looks like some of the old Jap carbs of the early sixty's that had a brass tube and a hole in the bottom that I came across.Plus some of the British Amal carbs had something similar.If you don't have any sort of other vent on the other side of the carb,this has to be an atmospheric vent for the float bowl chamber.
