Default battery

I recently purchased a quad for my son the battery is 12v 3ah and wont start the quad wothoit a jump turns over slowly it may start the quad once or twice after the jump I tesyed with a voltmeter and it sits at just over 12 on tickover raising to just under 13 on revs the voltage what the quad is off is 12 but drops slowly when connected to the quad went from 12.1 to 11.91 in 1 hour it doesnt drop when disconnected (there are no lights etc to drain battery?) Even when the batteys at 12 it wont start the quad tho ? Any ideas new battery stator or a wiring problem ?

If the battery is new I would charge it for 24hrs then load test it. If its not sealed, add distilled water to it. That will determine if the battery is shot. It also should be charging at the very least 13.5v when its running
