Sunl 110cc Quad not charging?

I have a Sunl 110cc 4 wheeler that is not charging the battery. I measured the AC voltage from the stator on the white and yellow wires with the regulator unplugged. With the engine running, I was only getting about 3 volts AC. So I figured the charging part of the stator was bad. I installed a new stator and I still only get 3 volts AC on the yellow and white wires going to the rectifier! The engine cranks up and runs fine......just no charging voltage out of the stator! Am I doing something wrong? Thanks for your help!

Update: Received another new stator and installed it. Same results......3 vt AC at idol and 9 vt ac at hi revs! Again,,,,this is with the regulator unplugged and meter on the white and yellow wires from the stator! Checked the wiring and grounds...all good! WTF?? Also made sure the flywheel and stator was clean!
What can cause a stator (two now) to put out half of the required voltage?

Meter is ok. I'm looking directly at the charging wires coming out of the stator with the regulator unplugged! White to yellow shows 9vt AC max at hi RPMs! Anyone know how to tell if the flywheel may be bad? The voltages to the pickup coil and the CDI are good! HELP! LOL
