Tao Tao 110 smoking from the side cover

Hello,
My friend’s son owns a Tao Tao 110. When the battery is hooked up, there appears to be smoke coming from the stator/side cover. The machine continuously blows fuses as well.
Not sure if anyone else experienced this issue, but I'd like to fix the machine for them, just uncertain where to start looking.

Disconnect the battery. That is a dead give away that you have a short to ground. Remove the side cover and see if you can see any burnt wires. Chances are either someone has hooked them up wrong or didn't cover one of the hot wires and it's grounding out on the motor or another wire. If there has been smoke coming from the stator cover it shouldn't be very difficult to spot the burnt wiring.
