Default Clutch will not disengage 250 water cooled

Not sure what brand it is but the engine and plastic looks just like my 2007 Kandi 250 water cooled. The engine will start right up and run great. But the clutch stays engaged all the time. The lever on top of the case that the clutch cable hooks to moves but will not disengage the clutch. With the rear axle up on jack stands and engine running you can shift through all 4 gears and reverse and the tires spin. So that tells me that the gears are fine. I have let it run for about an hour to see if the clutch was dry. I have done many top end rebuilds on atvs and many rebuilds on automotive engines. But have never messed with the wet clutchs in atvs. I know the atv sat for about a year.

Could the clutch just be dry and need to be removed and soaked in oil?

Is the clutch bad?

Could the small lever be broke on the inside of the case?

I haven't removed any thing yet because wanted to see if it was worth fixing. Please help.

I WOULD JUST REPLACE THE CLUTCH THE PLATES ARE PROBABLY MUSH AND JUST SLIPPING, IT REALLY ISN'T HARD AND MOST OF THE VERTICAL WATER COOLED 200/250 ARE THE SAME. sORRY i LEFT CAPS LOCK ON DUH!!

I took it apart. I had to pry the friction plates apart. They look good and don't smell burnt. I cleaned everything with brake cleaner and letting it dry. Going to try putting it back together tomorrow and see what happens.

did u try removing the cable from the top of the case? may have been set to loose to disengage..

Yes the lever moves it just don't disengage

I was thinking that it may be stuck together.
If it's a wet clutch, I'd put oil on the fibers and discs when installing.

The only new clutchs I can find have a 13mm or 11mm drive gear. Mine is a 10mm. Also mine has 4 springs and the one I found had 6 springs. Will either make a difference?

I can't get my clutch basket off. The crankshaft gears are at two different twists so the basket won't just slide off. Any ideas
