Default A110-B won't idle

We picked up a used TaoTao A-110B for my daughter. It was running fine idled correctly. Now all of a sudden it will not idle unless fully choked. With full choke you cannot give it any throttle or it will die. You have to drop the choke and be on the throttle for it to ride. If you release the throttle you have to repeat the process again. I have replaced the fuel line and filter with quality line, filter and a shutoff valve. I also ran some SeaFoam through the tank with some gas. Short or removing the carb and doing a teardown does anyone have any suggestions?

put a good spark plug in there the stock plugs are horrid

OK. I reset the carb (again), changed the oil (full synthetic), dropped in a new plug (NGK C7HSA) and cleaned the air filter (need to get a better one). Currently it will now start, idle and run (let it run for 30 mins) without having to be on full choke to idle and on the throttle to run. I shut it of and restarted several times with no issues. I'll check it again in the morning and make sure it's still working as expected.
