When Does The Fan Turn On?

The fan on my Tao Tao never turns on. I jumped it so I know it's good. I was going the heat up the thermo switch in a pot of water to test it.

Anyone know what temp it's supposed to operate at?

I think I'll boil the switch and see what it operates at.

FYI: If the sensor is bad, we've wired the fan to be on when the motor is on with no problems.
