Have a tao tao 110 for my kid. It starts but then revs like amaniac. I choke it down to slow the revs. Any idea what causes this. Unable to ride it just yet because of this problem

 

Few things to check. Throttle cable for binding and proper routing. This will cause the slide to hang up. Vacuum leeks, and possibly carb cleaning

 

checked the cables all move fine, took carb apart and cleaned. problem now is it won't start. have no spark at the plug. also think maybe the fuel and air mix are messed up. wish I had factory settings. but main problem now is the spark. I know I am getting fuel.

 

I think the carb has a plunger pipe-like with a needle at the end for regulating the fuel flow. Make sure that it's moving freely and that it goes freely ALL THE WAY down(up to the idle needle) when the throttle is at it's lowest. Also check if the spring is strong enough to push it down.
As for the spark(lack of) check your kill switches and spark plug.
