Check the ring gaps with a feeler gauge, rings on these tiddlers wear fast. If the piston skirt is the correct size, you can just fit new rings, which are dirt cheap for these engines. They will run with next to no compression, I worked on a Honda 70 motorcycle which came in with less than 10psi, and it ran, no power whatsoever though. Head torque for it was about 8ft/lbs, I would expect the 110 version to be similar.

replaced head gasket and timing chain roller guide-still low compression. swapped out the head with one i had from a 72cc taotao and i think that fixed it. I'll do a test drive tomorrow after work.

anyone know of any downside to leaving the 47mm head on in place of the 52mm head that the 110cc engine came with?

There could be several...I'd make sure the compression wasn't excessive and ensure plug to piston gap (not sure why anyone would want to decrease the head volume that much)...you may need to re-jet as well...cam timing may be off too...
