Can you explain the symptom a bit better? Not responsive when not moving or just turns lazy when rolling?

thx

Toe in/toe out is the obvious one, but a previous owner may have fitted wheel spacers or non standard front wheels. Check the toe in etc, and remove any spacers between front wheels and hubs.

Maybe there is a blown steering stem bearing, and when you put weight on the handlebars, it drops the stem down.

Is there any up and down movement of the handle bars if you stand on the machine and pull up?

Is that with you riding it? sometimes when there is too much weight to the rear the machine will try to track straight even though the handlebar is turned...basically an overly light steering condition...
