Default Need help w/ meerkat brakes

I was given a kazuma meerkat 50cc and it was in decent cond. when I brought it home. That was 6 years ago, and it has sat for the last 5. Well my son is boig enough to ride it now so I've cleaned it up and got it ride ready for him. The only issue it has now is that the rear brake seems to hand up a bit. I cannot figure out how to get the cover off for the life of me. Does the axle nut need to come off?does the whole axle need to come of the access the brakes? Someone please help me out its driving me insane

Looking at pictures of that setup you need to remove the tire and nuts off of that side to remove the drum/cover. It may be a pain to get the cover off due to corrosion.
