a large pair of pliers can do the job.

so just get the pliers on there and start twisting? no reason to try to compress the spring?

i suggest getting someone heavy to stand on the bumper, while you, with rope or strong zip ties or something similar, hold the shocks in place to the top of the shock supports, that way, when you go to adjust the compression, it wont have as much pressure holding you back.
