The float in a carb needs adjustment from time to time. Get a factory service manual or take it to the dealer. Very easy to do though. If you have the ability to remove the carb you can adjust the float yourself.

Take the bottom of your carb off and spray the float with carb cleaner and let it soak actually just spray everything if it looks gummed up.
But if you just bought it I would tell the dealership you bought it from to take care of you.

yes its usally the float is stuck open and the first thing i usally try is to peck on the bowl of the carb with the plastic end of a screwdriver to get the float working, if that dosent cure it then take the carb off and this can be done without removing the plastic and check the float height its usally about 20 mm from the bowl mating surface
