Default most comfy durable boots for $150 or so?

hey i needed to buy some boots but im a teenager on a budget. i really don't wanna spend more than 150 on them cause i need other things too. what, from experience, is the best boot you have ever had. i need the biggest outcome for the smallest price. I also don't know exactly how the sizes work. i wear size 13 shoes but don't know if boot sizes are the same as shoe sizes. should i generally go up or down a size? or should i stick with shoe size? also, would ebay be a good place to look around or am i likely to get screwed on the size or something? i just need good trail and racing boots. ankles are getting torn up at the track. thanx

In that price range, I would pick the Alpinestars Tech 4. It is however, more of a trail boot than a racing boot.
