Default Carburetor heater 450R?

Was looking at my shop manual and noticed that the carburetor on the 450R has a heater? I was told this is popular on snowmobiles, don't really understand why it's needed on an atv? Help me understand why?

I cant remember the exact temperature, but somewhere below 35 f, it comes on. It keeps the venturie from icing, when humidity is high and temps are low.

It would have to come on when the bike is running correct?

My understanding is, if the key is on, and its under a certain temp...its on. Doesnt have to be running.
