Since you are in Az as I am there is no licensing required unless you plan to make it street legal. However in the event you plan to ride in the Coconino Nat. Forest as I do in hot weather the new rules being applied here require that any ohv be licensed which requires being adapted with mirror, stop light/license plate light, horn, liability insurance, and of course, the plate issued to you. The cost of all this depends on the Retail value of the quad, the rate your insurance co. charges in your town, & the cost of the hardware involved.
One other thing: the above restrictions only apply to riding on maintained roads; two track trails or unmaintained roads are legal for all. Now if you can tell me how to get to the two track trails without riding on the other ones, you will be way smarter than I am
