Carb stuff - first fuel everywhere, now hi-rev idle!

A couple weeks ago I filled the atv with gas (it was empty). I came back 15 minutes later in full ATV gear to find all the gas on the floor. I didn't know what was up, but fuel was coming out of two lines. A friend told me that the carb needle got stuck and the float was pushing all the gas out the vent lines.
So not being well informed on how the carb works ( i do know what it does however) I decided I'd find this "stuck needle." I unscrewed the throttle-cable-carb-cap thing and found this so said needle. I didn't see anything wrong with it, so I reinstalled everything and put gas in the gas tank.
Yay for no fuel everywhere! This time there wasn't any leaks, and I was happy about that. I went to start it up, it started on the 3 compression noise. But it didn't idle by any means. It hi-revved the entire time. I'd say somewhere around 1/2--3/4 throttle. The throttle was not being held down or anything. I went WOT for just a split second to see if moving the throttle would even do anything. You could tell when I did it, but when I let go, it just went back to its loud higg-rev "idle."

I took the throttle-cable-cap thing off again and looked at the needle again. I reinstalled it and got the same issue.
Its an 84 honda trex 200... err 400, or maybe 800-- i forget now.

sounds like you installed the throttle slide in backwards, there is a groove that is in the slide part and a notch in the carb body. and the needle that is conneted to it is just a jet for the fuel, the needle that may have stuck is in the bowl ( on the bottom)

first that was the wrong needle, the one you wanted was on the bottom of the carb in the bowl. sounds like there could be a cable problem since that is what you removed.
