1995 Honda 200 Type II won't start

My 1995 Honda 200 Type II won't start.?#* When I turn the engine over it smoke really bad and acts like it wants to start but doesn't. I replaced the spark plug. I also took the top engine cover off thinking it was blown head gasket but the cover has overhead valves there. Could it be the timing chain?thanks for any information online service manual any help would be appreciated.

It all gets down to three things for motors to start.
1 Fresh gas.
2 Proper compression, at least 90 psi in a 4 stroke.
3 Spark, (and also at the correct time).
Start by eliminating the easy stuff. Does it have fresh gas, and does it make it to the float bowl on the carb? If the gas is over 90 days old, its not fresh.
If you pull the spark plug, and put it back in the spark plug wire, and hold it against the aluminum of the motor, and spin the motor over...will it spark?
If both of those look good, then do a compression test, with a gauge. If compression is low, check the valve adjustment first.

I checked the gas and its good. I also have a good spark. I'll check the compression however, I don't know about the valve adjustment. I know where to adjust but not exact on numbers or settings.
