Default Scrambler 400 gas leak

I have a 97 Scram 400 that has started to leak gas really bad out of the drain/vent tubes coming off the carb. I have taken off the carb and sprayed out the float bowl, etc. Everything looks pretty clean inside. As soon as I turn on the gas (with the quad NOT running) gas starts dripping out from the drain tubes. This started when a few weeks ago I went to start it one COLD afternoon and it never would start. I believe it got flooded. Well when I got some time to fiddle with it some more, I guess it was flooded and started to drain out, it drained gas all into my air filter area and came out that drain tube on the bottom of the air cleaner box. After this I was able to get it started and seemed to idle/run fine. Then I noticed the gas puddle forming underneath the bike and all the gas coming out of those drain/vent tubes. I don't know much about the workings of a carb, but it seems like whatever piece that is suppose to shut off gas coming into the carb is definately not functioning. Please help.

Well your float #23 moves up against the needle and seat #26 to shut the fuel off. Either the float is adjusted wrong or has 'sunk' or the needle and seat are bad and wont seal.

Yea, I think that it must be the needle too. I took off the float bowl and the floats seem to be functioning properly; they move up and down with no problem. I guess it must be the needle, or the floats need adjusting. How would you adjust the floats? Or are they OK as long as they move?
