ATV laws on High Performance Quads???Whats the real truth ?

Is it true that there is laws that tell the manufactures that they cant build quads faster then 75 mph?I dont think there is but after reading the post in here about the raptors top speed and eveyone trying to figure out how they governed down this machine to not go any faster then 75 it seems like there is.Does anyone out there no where on the web it says the rules and regs for the companys building these animals?How come theres no regulations on street bikes or snowmobiles?I truley think this rumer came too way back when they banned 3 wheeles back in 85.I need some real facts.

As far as I know (I have researched this quite a bit), there are no laws pertaining to either 3 wheelers or hi-po quads, only voluntary agreements.

Actually 3-Wheelers were banned from production officially in December of 1987. The Consent Decree which layed out specific guidelines and limits follow in 1988, this consent decree was to stay in effect for 10 years (until 1998).

This is what stopped the manufacturers from producing high performance quads. This is the actual Consent Decree, it is mostly written in "lawyer speak" but you can basically catch the jist of what they are saying. Page 5 actually has the signatures from the lawyers for each of the manufacturers.

The consent decree is just that, not a law but a voluntary agreement between consenting parties.
