Default Rear brake question - '01 Xplorer

I know the rear (auxilary) foot brake isn't the best on Polaris's but when I try to use mine, there is absolutely no pressure there. Any thoughts? Would I just need to bleed the lines or could it be something else?

My foot brake just dropped down with no resistance when it was new, but the dealer just bled the lines and now you can lock up the tires with it.
