Did you set your toe in????

If you set all the angles to spec, then what you have is bumpsteer. This is inherant with poorly designed suspensions that are purchased for little money.

I thought bump steer was from hitting something with one wheel while your riding.Im talking about when the quad is just sitting there and you push down on the front end the wheels will turn in,and when you lift up on it the wheels will turn out.I have the shocks off and im just lifting the a-arm/spindle assembly up and down, and the wheels are turning in and out while i do it

The term "bump steer" is when the tires travel up and down with the suspension, the action they take as far as toe in and toe out. Meaning, the tires both turn in or out while raising and lowering them. Most of the higher end atv's made have very little "bump steer" from the factory. While cheaper atv's will have more due to the cheaper R&D that has went into them. (I'm not saying your atv is cheap, just not as much R & D has went into it to prevent this) Its almost impossible to keep from having some built in bump steer. Changing the a-arms has no effect on it, it just shows it more. The more travel you have, the more bump steer it will have. The solution? Try and find a happy medium that you can live with. Or change frames, steering stems, tie rods, steering nuckels, ect help correct it.

When you lift the front end,the wheels only turn in badly during like the bottom 2 or so inches of travel.Other than that they stay relatively straight

Did you remove your tie-rod ends from the spindles? If you put aftermarket ones back on and put the tie-rods on the top side of the mount instead of on the bottom side where they belong you'll get the problem your discribing.
