Does anyone have the procedure for setting cam timing and ignition timing?

I picked up a '99 Grizzly 600 that's not running, Seller said "needs valve job" and the plastics and tank were off - looks like the head was off recently so I'm thinking he did the valve job and screwed up the timing of the valves in relation to the spark (i.e spark on the exhaust stroke vs the compression stroke. (or does this fire on every TDC revolution??). Can the ignition timing be checked/adjusted (I have a timing light)

So far here's what I've done in troubleshooting:

- New plug
- check for good spark at plug with it laying against the cylinder
- Adjust valves (really check for clearances - they were close)
- Pull engine over by hand and it seems to have good compression (need to find the adapter for my compression tester to verify)
- Charged battery to ensure full charge and good cranking voltage
- shot starting fluid in the carb

Any other ideas on why this thing won't start?

Found the manual pages I needed - lined up the timing markes and then got it running for a while, then it spit and quit running and wouldn't run again - checked the cam timing and it was way off again - but this time it looks like the cam and piston are OK - looks like the stator flywheel slipped on the crank..

Do these things have a problem with shearing the crank woodruff key?

 

I have never heard of that happening. when I put new rings(which i found out it didn't even need) in mine it did the same thing ran for a while than coughed and that was it. my timing marks were way off so i took it apart and found out my timing chain was stretched out(the real problem) it didn't seem like it was overly loose until i bought a new one and then found out how tight it really needed to be. if you put a new one in have fun.

 

does it still crank over with the starter?
