To get the front brakes 2 work u got to pump the lever a few times. I have bled the lines. Do i need 2 rebuild the master cylinder?

Wouldn't hurt to change the pads first.

I kinda get the impression that you really like the Honda ATC's.
Make sure that they are adjusted properly. If there is no air and bleed properly then you have a problem. Mine have done this and once adjusted they worked fine. You did adjust both adjusters on either wheel. One adjusts forward and the other backwards.

Default recon brake trouble

I have an '05 Rancher and I am having the same issue with the soft front brake. My front brake lever was going all the way to the bar so I opened up the access point on the front wheel and checked the pads. They looked like there was plenty of wear left. So I then adjusted them according to the manual. The brakes were like new. I rode the quad about 40 miles and I again have a front brake lever that goes all the way to the handle bar.

This happened to both of my Ranchers at the same time. They get just about the exact same amount of use at the same time in the same conditions because me and my son ride them together.

I don't know why this happened again so soon...............
